The Anticorruption Business Council under the President of the Kyrgyz Republic

The Anticorruption Business Council under the President of the Kyrgyz Republic (hereinafter the Council) is a permanent consultative and advisory body under the President of the Kyrgyz Republic.  The Council was created by Presidential Decree No. 293 of July 8, 2021.

The Council ensures the development of the main directions of state policy with regard to corruption prevention and monitors and evaluates the effectiveness of the implementation of anti-corruption policy. The President of the Kyrgyz Republic heads the Council. The Council consists of 43 (forty-three) representatives of the highest authorities (deputies of the Jogorku Kenesh, the Cabinet of Ministers, the Prosecutor General, ministers), the business community (11 large business associations), scientific, educational institutions (universities, the Academy of Sciences) and public organizations working in the field of combating corruption. The Decree of the President of the Kyrgyz Republic also approves the composition of the Council. The Council carries out its work in the format of meetings held once a quarter or 4 times a year.

The executive body of the Council is the Secretariat of the Anti-Corruption Business Council (hereinafter the Secretariat), headed by the Secretary-General appointed by the President of the Kyrgyz Republic. The tasks of the Secretariat are to prepare proposals to the President of the Kyrgyz Republic on the formation and improvement of state policy to prevent corruption; to form an annual national report on the state, level of corruption and effectiveness of corruption prevention measures in the Kyrgyz Republic; to assess the effectiveness of state agencies, local governments and other bodies in implementing anti-corruption policies and strategic action plans; to form an anti-corruption ideology.

The Council is driven by the principles of openness, transparency and responsibility while paying particular attention to the creation of an effective system of corruption prevention in public administration. At the same time, the Council is a platform and serves as a mechanism for creating a sustainable dialogue and interaction between public authorities and civil society and business on the issues of combating corruption, improving the business environment and investment climate, improving the mechanisms of the legal protection of citizens and business entities.

A significant activity of the Anticorruption Business Council under the President of the Kyrgyz Republic is cooperation with international organizations, such as the European Commission, USAID, Asian Development Bank, European Development Bank and others, which are observer members of the Council.

The establishment of the Anticorruption Business Council under the President of the Kyrgyz Republic underlines the high priority that the state gives to anti-corruption issues, as well as the readiness of state bodies to implement the political will of the President of the Kyrgyz Republic through interaction with all stakeholders and key actors in society.
