The OSCE Academy in Bishkek is designed to promote and enhance the principles and values of the OSCE in Central Asia. The OSCE Academy came out as a product of a partnership between the OSCE and the Government of the Kyrgyz Republic. In 2002 the two sides signed a Memorandum of Understanding that formalized the creation of the Academy as a regional centre of postgraduate education and a forum for regional security dialogue and research.  Located in Bishkek, the OSCE Academy is strongly embedded in the wider Central Asian academic and political context and follows a distinctive regional approach. As a regional centre for higher education, capacity building, research and regional dialogue the Academy offers absorbing and demanding Programmes for its key stakeholders, including scholars and researchers, civil society activists, policymakers and academic and developmental institutions. 

The OSCE Academy successfully runs its MA Programmes in "Politics and Security" (since 2004) and "Economic Governance and Development" (since 2011). In 2022 BA Programme in Economics welcomed the first Freshmen group and in 2023 a new MA Programme in Human Rights and Sustainability, implemented in cooperation with the Global Campus of Human Rights in Venice was launched.  In addition to educational programmes, the Academy provides professional training to mid-level civil servants, researchers, policy-makers, journalists, etc. 

Developing and supporting sound scholarly research is part of the mission of the OSCE Academy. All research activities supported by the Academy have a regional approach, and represent practice-oriented and demand-driven research. Innovative joint research projects bring regional scholars and practitioners together to enhance expertise on relevant Central Asian issues. Research projects are closely interwoven and are constantly monitored and re-evaluated to further improve their implementation. 

Since its foundation, the OSCE Academy has established a wide network of partner institutions and universities in Central Asia and in Europe. Most often, these contacts reflect the support the Academy receives from donors among the participating States of the OSCE. The partners provide the OSCE Academy with intellectual input and often serve as hosting institutions for the students of its two MA programmes while they conduct their internships, a mandatory part of the studies programme. The OSCE Academy cooperates with a number of Higher Education Institutions within the framework of the Erasmus+ programme, funded by the European Commission. Such collaborations opens up new horizons for students, faculty, and staff.
